Prior to starting his own company, he worked for Robson Forensic, Inc. as an Expert in construction and maintenance of highways and all related facilities. Prior to working for RM Balgowan Forensic and Robson Forensic, Rich worked as a Resident Engineer/Construction Manager for Gannett Fleming, Inc. In addition, he spent seven (7) years as the Director of Public Works for Hamilton Township, New Jersey and spent over 23 years working for the New Jersey Department of Transportation in various engineering positions involving the design, construction and maintenance of highways, bridges and their appurtenances (drainage facilities, highway markings, utilities, etc.). Rich’s forensic work involved assessing/evaluating incidents that resulted in people being injured or killed; consequently, these incidents were in, or going to be in, litigation (e.g., a lawsuit). The cases he has been involved include all aspects of transportation and facility infrastructure. His engineering work includes all aspects of transportation infrastructure including dams. Rich is a graduate of the New Jersey Institute of Technology with a Bachelor of Science degree in Civil Engineering. He is a licensed Professional Engineer in twelve (12) states, a licensed Professional Planner, a Certified Public Manager, Certified Public Works Manager and a Public Works Leadership Fellow. He is also certified as a Snow and Ice Control Manager and as NJ Asphalt Technician. Rich also involved with numerous committees involving the Transportation Research Board (TRB) and the American Public Works Association (APWA). He is the recipient of the 2009 Richard E. Rohrbach American Public Works Association Leader of the Year Award and the 2013 Walter A. Schaffer Merit Award as well as numerous others. Rich has published multiple papers in major industry journals, such as the Journal of Public Works and Infrastructure, Transportation Research News, Government Solutions, and APWA Reporter. In addition, Rich is an adjunct professor for Rutgers University in New Jersey where he teaches and makes presentations on highway construction and maintenance activities.
